Higher Education Scholarships for Refugees

A reference framework for expanding protection and solutions opportunities through complementary pathways of admission to Europe

This study focuses on higher education scholarships as a complementary pathway for the admission of refugees to the EU and other European countries for the purposes of study and to widen potential solution options for refugees. The first part of the paper presents some broad descriptions of the required elements of a multistakeholder approach to higher education programmes for refugees to Europe. The second part of the paper uses The Netherlands as a case study of how such scholarship programmes might be developed in one Member State of the EU.
